I'm sorry to hear that you're not receiving the confirmation code. Please check with your mobile service provider to find out if you're blocking any sort of text message. Some services will block the kinds of texts that are sent for confirmation by default unless you enable those texts. If you're still unable to receive the confirmation codes, that mobile number will not be able to be confirmed for use with your PayPal account.
