I bought a camera online from somebody in Taiwan. $1700 usd he was asking for it, fair market price most are selling for 1650-1800. Anyways he ships the box then says to return the box. The box was poorly packaged and was falling apart. Seller has asked me to return his item, said he'd provide shipping infomation and everything. When there was no response I looked at the package and there was a big tear at the top of the box that allowed me to see the contents. It was the box of "my camera". So I opened it up and it was empty. After realizing this I found out it happened to somebody else on the forum, except they returned it on their dime and it happened again. He "shipped" the wrong item and requested it to be shipped back this time the buyer asked him to provide a label which he refused. The buyer then opened the item and found a box filled with news paper. Opened a dispute and lost because he didn't return the "items". I open the dispute and I'm sure he claimed he asked me to return it. They're favouring him in this exchange. I now have to get a police report done and official government documents. Even after that I highly doubt Paypal will refund anything at all to me as they said it doesn't look like they will resolve in my favour. So what is "Buyer Protection"? A waste of time, no protection for the buyer whatsoever. When a scammer has figured out a simple loop hole around the system and there are no repercussions, how is the seller support to be protected?

I'm trying to buy a camera but the seller is requesting I pay 50% in 2 payments instead of 100% all at once due to his business account have a daily "limit". Is this a real thing? It's through goods & services so am I protected?
