I have the exact same issue. I have a business account and I get an email telling me to check my "Message Center" for replies to my support tickets. But there's NO MESSAGE CENTER in my account! Then they refuse to just send me a regular e-mail although I keep sending e-mail replies saying I can't see their messages. Paypal are definitely the most frustrating company I've ever dealt with and I'll be closing my account as soon as I can.
