It appears that PayPal has made a drastic change in policies in regards to fees and returns, the problem is that they're not very clear in their agreement. Question 1. Does this apply to only US accounts? According to the agreement state "We are updating the PayPal Account User Agreement for U.S. customers. These changes will go into effect on May 7, 2019." Question 2. They stated this "We’re changing how we treat refunds. If you refund (partially or fully) a transaction to a buyer or a donation to a donor, there are no fees to make the refund, but the fees you originally paid as the seller will not be returned to you." What exactly does this mean, they don't give many details, it's rather vague, if you're going to make such a dramatic change, please explain it in more detail, as it could mean they keep the 0.30 cents or they keep the 0.30 cents and the % of the transaction fee? How is this going to affect eBay sellers and returns? What if competitors or buyers abuse this and we get stuck paying these fees? This needs more clarification as we sell items of great value, and a return on a 5k item would mean we lose a large portion of the money.
