I have confirmed my visa card. But when you click on "Transfer Money" button in list there is no card. What could be reason and there is a solution?

From your email i understand that when you try to transfer money to your bank account using your Visa card.
I know that your card is working perfectly fine but is it also suitable for withdrawals?
Sometimes customer check their card sin banks, the banks say everything is ok but for making payments only.
If the card is also for the withdrawals I could only suggest to remove and re-add the card again and see if it helps.

I asked about this in bank and received following answer.
Hello
The card has no problem for withdraws.
If your card is not making transactions, please contact to business line call center <removed>
After identification operator will help you , without identification (by email) we can’t check it
I also called the bank (repeatedly).
I am very upset that I have lost my money and have not been able to do anything in a week.
Tomorrow I will try to call paypal technical support. But I am sure that they will again send me to bank and not solve problem again.
I just lose a lot of time to no avail.
