Thank you for taking the time to provide such a clear answer. Much time an annoyance could be saved if PayPal and eBay made the rules very clear rather than throwing out statements like, "In most instances you can change your mind and cancel and order within one hour..." I cancelled within 15 minutes. If they would take a stand and provide some other information that consumed HOURS of my life to find ..."YOU CANNOT CANCEL 'BUY IT NOW' PURCHASES." Had that been made clear from the beginning much time (all round) would have be saved and frustration (on my part) being led to believe the rules are not being followed. I thank you once again for your kind & concise input. I've gifting the DVD and fortunately I didn't spend $14.00 CAD for the download from iTunes in addition to the $40.00 here. There are certainly consumer protection laws in every country of the world if you want to take private legal action against the seller but that has nothing to do with paypal. When I have bought an item from Ebay and then decided I did not want it I just 'resold' it myself as it wasn't the sellers fault and I was not going to make them lose money because I changed my mind. I even made a profit on it.
