I will be happy to inform you that I tried looking for the IBAN you have entered ( BEx-xxxx ) and that I can not find this on any other account. I can see there is an issue, however I can not see what is the issue. Only the concerned department can see this. They can also add this bank account to your PayPal account. To do this for you we require some documents, to proof this bankaccount is yours. I hope you understand.
