I purchased shirts from a seller, but he failed to delivered and told me he would send me a refund. He never did, i told him i would dispute the calim through paypal and he said go ahead. When i tried to resolve this issue, the only thing it let me say was it was an unauthorized payment, it then locked me out and when i got back on, it had resolved the issue before I could escalate it to a claim. Now It won't let me dispute it at all and any phone number i call or chat, its just a bot telling me the same thing, what should I do?
