Hello, we are using paypal webscr api to sell items through our website which is a marketplace, so payments are not done to the same paypal recipient. We have successfully sold a lot of items through the website, but we got some refund ipn requests which apparently is not being issues by the merchant. How is this possible? An example of those messages is:
