I've bought a video card from China (I know). It was defective and died in few days. Seller proposed a replacement or a refund. ...I agreed for replacement. I haven't been buying for a some time and didn't know about new changes in protection, and I was careless to read them. Turned out that he didn't send anything, then he claimed that he issued a refund but it was frozen by PayPal and I should receive it soon. I believed him and of course eBay protection ended, so I had to deal with PayPal and it forced me to send back the dead card. I've decided to send it back, but the address the seller gave me is in Chinese, with no recipient and no postal code. Just Building 7, on some nice street, Hong Kong, China. My post refuses to accept package with such address. PayPal support does not reply to messages and I don't want to pay for international call, especially if they would tell you to hold on and wont help in the end. Anything I can do now? Anything PayPal can do? Would they? If the seller will not sign for the package, and I believe he wouldn't, will I get my refund?
