I wonder if this also happened to others who withdraw funds to their VISA. It was my second time to withdraw funds to a VISA last week, and the funds are already in my card. Just like the first time, I did not receive any email about the withdrawal (unlike whenever I send funds to a bank account) before or even after the transaction was completed. If I remember correctly, whenever I send funds to my bank account, I receive an email almost as soon as I submit my withdrawal request on the PayPal website. On the other hand, for VISA withdrawals, upon sending the request, the PayPal website displays a message that the request will be reviewed and they will send an email once the transaction is approved. No email came. When I opened a trouble ticket about this the first time it happened, I asked if there was a Setting that I need to change for me to receive email about VISA withdrawals. I was told that there was a system update, which caused the missing email notification. This is now the second time it happened so there must really be something wrong.
