I sell a mug on ebay to someone in Germany. It arrives broken, and I issue a refund through ebay. However, buyer then starts a dispute via Paypal. I respond and send a screen copy showing that I had issued a refund via ebay. However, next day, ebay then inform me that the refund could not be processed and I should do it manually. So I log into Paypal but find that I am unable to issue refund as buyer has started the dispute. How ridiculous - buyer wants a refund, I am willing to give it, but Paypal wont let either ebay or myself issue the refund because the buyer started a dispute and I cannot respond further to the case as it now 'under review'. I then tried clicking the Report A Problem button under 'We are here to help' and just get taken to a list of my transactions and not a messaging area to send Paypal a message. So how do I now resolve this problem?
