I'm having the same issue for the last 2 weeks. Have a confirmed bank account and debit card, but get the above message no matter how I try to withdraw (can't even get a check!). The message center is also buggy, and customer service seems to only be able to reply to my original inquiry and not any of my responses. I have tried everything suggested: - clearing browser history - new browser - new device - turn on location services - using the "classic" site - requesting a check - transfer to debit card - transfer to bank account - talking to customer service - talking to an account specialist after being on hold for an hour, they had me reset my password. I was able to make a transfer immediately after speaking with them but then hours later the error message returned. This is so frustrating! Why doesn't the error message provide any information about how to resolve the situation? I am never going to keep a balance in my PayPal account again.
