when i press on my payments to be released, they tell me they sent an email to costumers and that the costumers need to confirm receiving the service, but this email doesn't get sent at all?

so it's been almost 2 weeks now where i am unable to reach costumer support, emailing doesn't work, facebook tells me to write my email and question and it keeps looping the same question,calling them pass code doesn't work and resolution center asks me to contact them, what am i supposed to do to reach any papal costumer service that can help me downgrade my account?

so i have been trying to contact costumer support through the contact us option in PayPal to downgrade my account and they seem to be not available i sent 3 messages 2 of which with downgrade account as the header and one with change account information in 3 days and i can't get a single response, is there a away to send a direct email to them or to get them to respond?

so basically what happened was, i asked why i cant recieve payments on my accounts, they said i needed to set up my automatic monthly withdrawal, i asked how to set it up with no money on the account? 5 minutes later my account was closed? did i do something wrong, i just created the account, never used it before, 0 transactions, is it because i messaged them more than once?
