Ok, so in December i bought a coat off of a website. I waited about a week, and then checked the website to see that they had been banned from it for violating the websites policies. It told me to issue a refund on PayPal. I then opened a dispute. Shortly after I opened the dispute, I received a package in the mail that was from the person I had bought the coat off. The package contained nothing in it except a tiny plastic bag. Recently, the dispute was decided in the buyers favour, due to the fact that they had provided tracking information for the package, even though it had nothing in it and did not contain the item i ordered. I am now $21 short.
I tried to open another dispute, but it wouldn't let me. Is there a way to appeal a dispute?
