Is this a new policy by PayPal that a buyer can file a claim after he has been offered a refund because he does not want to pay for the return postage and gets to keep the products and get a full chargeback from PayPal? I always been under impression that the buyer has to return the product before a refund is issued, has that changed? We filed an appeal with PayPal and the replay made no sense at all. "Unfortunately, we can't grant your claim appeal because we were unable to verify delivery (CY281299971DE). Specifically, item is returned back to you." We have not got any products in return? Where is the confirmation that we did get it back? or is that not needed any more? PS.
