This started working again for me after trying for 2 more days. Payment went through as normal without doing anything different on my end. This same thing was happening with 2 closely related ebay sellers, and then started working for both at the same time. If it is a problem with some seller's accounts, one would expect some indication of that rather than just being sent in a loop. Thanks for the replies. Still doing this 10 hours later. Tried switching from bank credit card to bank saving account -- no difference. Not able to pay for ebay purchase. Please help, or let me know a customer service # I can call.

Transfer from eBay use PP, yes PP recognizes me, click Complete Purchase, and it just keeps looping back to same page with Complete Purchase button. Checked eBay and no payment has come through to them. Using FF on Win10 on laptop. Maybe this is just a case of PP servers being busy??

Ok, thanks for confirming that this contact info is released to other actors (both good and bad). Considering that a person's email address can be easily abused / DESTROYED via SPAM lists, this policy definitely needs to be changed to using some kind of PayPal Payment ID -- instead of someone's contact info. Can't believe this has gone on for so long, and this explains where so much of my SPAM has been coming from. This is a pretty careless and destructive policy. The bad actors (mentioned above) in this case are fraudulent ebay sellers that resent doing refunds, and so sell email addresses to SPAM lists -- as confirmed PayPal email addresses.

Actually just figured out where they were getting my phone number. It was part of my ebay mailing address that was meant to assist with delivery issues. Was able to replace with an obvious fake #. Still a mystery how some are getting my email address?? Ebay assures me that at no time is my email address made available to sellers. So again I ask... Do ebay sellers have access to my email address via PP after I use PP to pay them?

Thanks for the reply and info. My question is specifically about the refund process done through PP. Or more generally, what personal information is given to ebay seller -- from PP -- after PP payment is made. Also, I know that ebay tries to block any outside communication to keep that sale from being done outside ebay; but I have had sellers call my ebay / PP phone # right after payment was made. Don't know if they got this # from ebay or PP, but has happened only after PP payment was made. WOW!!! WTF PP???? I Just went through the whole CAPTCHA Crap, but still have to AGAIN go through it to submit a reply. AND THEN HAD TO RETYPE EVERYTHING AGAIN. YOU GUYS REALLY NEED TO GET RID OF THIS RIDICULOUS CRAP.

ACTUALLY options go like this: Send money > fill in email > fill in amount > continue... In PP's absolute disregard for the user's experience, PP forces you to fill in amount and click continue BEFORE giving you the option of goods and services.

Why does PP WILLFULLY assists scammers in committing fraud? Just like PP refuses to offer a simple 1 or 2 sentence warning when completely appropriate and helpful. The very least PP could do is provide info on a registered email address if they get scam complaints. You don't even get any warnings or options BEFORE you type in an email address and a dollar amount. And no way to search for complaints on an email or associated emails on that registered account. So very irresponsible on PP's part.
