If a limitation has been placed on your account, it is possible that the funds on the account will be held. We will require a valid photo ID to be submitted on the PayPal account before the funds may be released. I understand that you do not have a passport, please provide a copy of your driving licence to initiate a review of the fund's release.

Update: Before making this post, I got off the phone with an advisor and he informed me if I show a bank statement with just my name, address and bank details on it that, it would be okay. After posting this thread I refresh the steps on my limitation and my "proof of address" step has been reset???? what is going on. I don't even want to use PayPal anymore, I just want my account closed and funds to already be released.

@Trey24 Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code. Freephone from a UK landline or UK mobile number. OR have you considered contacting Customer Service via Facebook or Twitter? You can send them a personal message from their facebook or twitter pages.
