First of all, I did not file the Claim, the Seller did, and he did this under Other. As far a “Buyer Protection”, yes, that is a joke here. So basically, this is how it works. The Seller sells me an expensive ($129) set of software. I try for hours and hours and have numerous emails with the Seller to try to get it to download and unzip. Never successfull. Seller blames me for being “uncooperative”, “negative”, and, some kind of thief of his program, and after days of no success, I send the Seller an email letting him know I will try one more time, which I did, and got the same corrupt files. While I am doing this, the Seller is filing a Claim against me telling me I “stopped communicating with him.” And ‘No one else ever had the problem” and the Seller makes references to thinking I am a thief, cheat, liar, scam artist, whatever because his programs do not work on my standards Windows 8 system. So, during the Claim filed, the Seller made up all kinds of stories, but, Not Once, did PayPal contact me for my version of what happened. I tried to contact PayPal, and it is impossible. Their decision was based ONLY on the Seller’s fantasy story. So folks, do yourself a favor, never buy a “digital” product from PayPal. You have no rights, the Seller can lie about anything they want, PayPal will believe them, PayPal cares so little about the Buyer that they will never even bother to ask the Buyer what happened. So, I am out $129, a loss for me, I have to make a decision as to what comparable software program I should pay for, and hopefully one with a guarantee that is works, I am in the process of closing my PayPal account, which PayPay is making difficult, and I will never, ever buy (or sell) with PayPal again. So, the answer is I Have No Rights of Appeal, and apparently zero rights for anything involving this sale. Scammed again.
