how do you OPEN a case. I have only been able to report a issue of not received product and seller has not communication with me via email... i check the setting and it states no case open yet nor closed.

After submitting or reporting a fraud claim for not receiving a product PayPal says I have already indentified this transaction but their is still no open case files or attempts to contact the seller.
