Hello, I need a little help about some situation. A guy, new buyer from Taiwan, buy some products from me. Quickly on the same day, he asked me to return the money for some of them, saying that he had paid for them by mistake. I noticed that two of the products he bought from different profiles, same names, addresses, phones and he expects and wants them. So I combined the delivery of the two products and with the money I decided to use fast air express delivery. Since I wasn't authorized to add a tracking number to one of products due to duplication, the product was left without a tracking code(one if them). Three days later the customer confirmed that he recieved the product happy by showing me pictures and all. All good till now... But 20 days later he opened a disputes for duplicate payment here on paypal for all transactions! I reconsidered my options, since it was a mistake to send both products with one tracking code, so I decided to refund the money for the product without the code in order to avoid keeping my business account! On the last dispute i answered by providing tracking code and pictures that he send me as proof! The problem is that I have been waiting too long for a response from PayPal, for days now and my account is frozen! I cannot cover the negative balance because I am from Bulgaria. I don't know what that should mean, and I'm not interested at this point! Paypal personally has blocked me on contacting them again for an inexplicable reason! I also opened a complaint on eBay about the transaction and I am waiting for an answer from there. My question is how long do I have to wait for an answer here for action to be taken?
