Here is an account of what happened: I went to the "Send & Request" tab to see if I could send money to my friend today to reimburse an expense. I clicked "Send to friends and family" and I typed the e-mail address and clicked "Next". I then put in the amount $1332.92 and clicked "Send". I got the error "Sorry, we weren't able to complete your payment at this time. Please try again later. If you continue to encounter problems, please contact customer service." Moments later, my friend tells my her Paypal account is frozen. Mind you, I haven't made any payment yet at this point. On her end, a notification from Paypal said "We need some more info. Someone tried to send you money through Paypal, but the amount exceeded limits set by European law. To lift the limit, we need to verify your identity. Provide information". Another notification reads "There's a problem with your account." "Make sure to resolve it to have full access to your account again." Clearly, my actions had triggered something really unexpected on her end. Had I known about European law if Paypal had the courtesy to inform me, I wouldn't even have attempted to do anything. Remember, no payment has been sent at all. I did not even reach the funding page. I find it really disturbing to trust Paypal with any sort of positive balance or with bank information at all. Knowing that the company freezes accounts from an attempt by another party to send money just doesn't sit well with me. Meanwhile, customer service is close to non-existent.
