I think you will be able to open a dispute under two different circumstances :
1. You have not received the item you bought (nor anything else)
2. You have received something different of what you bough (which is not what you expected according to description the seller provided).

By some reason we hasted ourselves into this fraud, possibly because we wanted something to much and it came knocking at our door in under budget terms.
But here is the question, why at our door?
Simply because some unattended analytics AI knows what we like, based upon what we look for everyday. There is nothing much on this except for, that analytic AI, which is, mostly unattended/unsupervised, is passing the data it collects from us to some other AI, or should I say AS (as for artificial stupidity), which far from being unattended has people behind with enough technical skills to forge an apparently legit structure, which after being in place doesn't need anybody to fulfill its mission, which is to rip-off hasty people, nor seams to have anybody accountable for it.
People like us, who by seeing Paypal involvement believe no harm can come from the deal are target preys.
Here is the true! Paypal doesn't know much of any buyer or seller apart from the banking data they provide.
You can open a Paypal account by providing a valid credit card account, and there is a great chance that if you provide false data for all the rest data you have to provide, that account is still active and valid for business.
Of course that is not how things are dully done, and a great part of this process is based on the good will of parts, and also of course there is an all set of mandatory regulatory conditions which I trully hope prevent Paypal from funding the seller account or allow the seller to transfer funds in case any misbehavior is detected.

Pura e simplesmente porque uma IA analítica sem superintendência sabe o que gostamos baseando-se naquilo que vemos todos os dias. Não há nada de mais nisto exceto que esta IA analítica está a passar os dados que recolhe sobre nós a outras IA, ou deveria dizer EA (para estupidez artificial), que muito longe de não serem superintendidas/supervisionadas tem por trás pessoas com conhecimentos técnicos suficientes para forjar uma estrutura de aparência legitima, a qual após estar operacional não precisa de alguém para cumprir a sua missão, que é dar o golpe a pessoas precipitadas como nós, nem tão pouco alguém que possa ser normalmente responsabilizado pela mesma.
Pessoas como nós, que ao verem o envolvimento do Paypal acreditaram que do negócio não pode vir qualquer mal, são presas-alvo procuradas.
A verdade é que o Paypal não sabe, sobre qualquer vendedor ou comprador, mais do que os dados bancários que estes lhe fornecem.
Pode abrir-se uma conta no Paypal fornecendo uma conta cartão de crédito válida, havendo uma grande probabilidade de caso serem fornecidos dados falsos para o resto dos dados que é necessário fornecer, a conta fique ativa e seja válida para negociar.
Evidentemente não é assim que as coisas devem ser feitas e uma grande parte deste processo assenta na boa vontade das partes. Evidentemente, também há todo um conjunto de regulamentações obrigatórias que sinceramente espero previnam que o Paypal dê provisão à conta do vendor ou permita que este dela transfira fundos, caso se detete qualquer conduta imprópria.

Apart from the bunch of fraudulent web sites which seam to lead to the same ZG technology... other organizations emerges in the process, such as:
Shopify - a company, though not the only one, but at least the one with the greatest exposure while providing the website construction and hosting for tens of these scam web sites.
About this company it worth mention that it provides fully automated process for creating complete e-commerce web sites even for people who doesn't have a clue about it.
Facebook and Tweeter - companies that are publishing ads for these scam websites luring people to them.
About these companies: they profit by somehow put into practice the song from The Police " Every Breath You Take"
Paypal - a company which is providing the payment processing on behalf of the scammers, and the last bumper of this scam before us.
Things for sure are, though their involvement, except for ZG technology, those are not criminal organizations, and this kind of criminal organization is hard to investigate.
Nevertheless I really hope that Paypal ins't only "beating around the bush".

Shopify - uma empresa, não a única mas a com mais exposição enquanto fornecedora da construção e alojamento de dezenas destes sítios fraudulentos.
Sobre esta empresa vale a pena referir que ela fornece um processo completamente automatizado para a criação de sítios de comércio eletrónico completos, ao alcance de qualquer leigo.
Facebook e Twiter - empresas que estão a publicar anúncios destes sítios fraudulentos atraindo pessoas para eles.
Sobre estas empresas: os seus lucros são provenientes da implementação de uma estratégia perfeitamente descrita na canção dos The Police, "Every Breath You Take"
Paypal - uma empresa que fornece o processamento dos pagamentos em benefício dos burlões, e o último para-choques antes do comprador.
Duas coisas são certas, apesar do seu envolvimento, excetuando a ZG technology, estas não são organizações criminosas, e este tipo de organização criminal, global e desmaterializada é difícil de investigar.
Apesar de tudo espero que o Paypal não esteja só andar às voltas.
The above mentioned thread started middle April which is undoubtedly to much long, and though it is marked as Solved it is far from that, as everyday are newcomers.
One of the issues that is affecting most of the people is that Paypal requires us to return whatever arrives at our door. It has it's logic thou.
Things you can do:
1. As to start open dispute at Paypal dispute center from your account.
2. Scale the dispute to claim accordingly to what is happening.
3. Track your package and as soon as it gets into your country contact the Customs Agency and explain them what is happening. See if they can help. DO NOT REFUSE A DELIVERY AS IT MIGHT VOID PAYPAL PROTECTION TERMS. The tracking status "retained by customs" is different from "acceptance refused".
4. If you have to return the package, strip it of any weight and reduce it to a minimum size so lower fright taxes will apply. The prove of deliverance will be provided by the tracking number you will have to registar, and it all that matters
5. There is a Facebook page dedicated which you can find searching by the scammer name, together with the above mentioned forum thread you see you are not the only one.
6. As FB user I lost count the number of ads I have reported as scam, and though as I write this, my FB page is being filled with those ads, I keep on reporting them.
7. Well as Paypal user I am still awaiting Paypal due process of my claim, and hopefully it will get to an end, be patient, the damage is done.

Uma das questões que está a afetar muitas utilizadores é o facto do Paypal nos exigir que devolva-mos o que quer que nos chegue à porta. Há que admitir que tem a sua lógica.
Coisas que podes fazer:
1. Desde logo e para começar, abrir uma disputa no centro de disputas do Paypal através da tua conta.
2. Escalar a disputa para a reclamação aplicável ao que se esteja a passar.
3. Segue o envio da encomenda e logo que chegue ao teu país contacta o agente aduaneiro explicando-lhe o que se passa. Vê se te podem ajudar. NÃO RECUSES A ENTREGA PORQUE ISSO PODE ANULAR OS TERMOS DE PROTEÇÃO DO PAYPAL. Um estado de rastreio "retido na alfandega" é diferente de um estado "entrega recusada"
4. Se tiveres de devolver a encomenda, desfaz-te de tudo o que seja peso e tamanho para reduzir os portes de envio ao mínimo. A prova de envio é efetuada através do código de rastreio que te é fornecido ao registar a encomenda, e é tudo o que importa.
5. Há uma página do Facebook dedicada e que podes encontrar procurando pelo nome do burlão, juntamente com a sequência de mensagens antes mencionada verás que não és o único.
6. Enquanto utilizador do FB perdi a conta ao número de anúncios que marquei como spam, e embora enquanto estou aqui a escrever o meu FB esteja a ser inundado com estes anúncio, eu continuo a marcá-los como spam.
7. Bem, enquanto utilizador do Paypal continuo à espera que o Paypal resolva a minha reclamação, com tempo isso acontecerá, tem paciência, o mal está feito.

@JESUSandMARY Exactly the same saga except mine start on June 12, anyway quite after April 28 when Paypal received the first complaint from some one busted in this fraud. I can't understand why Paypal is expecting us to send back things to China, if they were sent from Netherlands, but it looks like Paypal has a lot of different understandings over this all. As far as I allow myself to be concerned sponsored means supported, in the following ad as in all of the ones received by scammed people, the sponsoring is clear stated, so who is supporting thus fraud??? At least but not the last Paypal ld is doing it. @ wrote: On June 6 my girlfriend saw an ad on FB for a Drone (being advertised as the DJI Spark drone) which let her to this website from ZG TECHNOLOGY where I made the purchase with PAYPAL for $89.58 with express shipping. The express shipping never happened. She made the purchase because she trusted in PAYPAL as the money handler in case here was any problems. Cicfun dott com and Newstarry dott shop are some of the fraud sites. She then received a China Post tracking number that never worked. So we contacted the seller who had 2 different emails and ZG TECH never responded on June 13th we placed a claim with PAYPAL about the shipping and they responded as usual to wait on the seller. This is where I began to investigate and discovered that the original purchase site was no longer working and there were now more FaceBook Best Drone ads running with the same Drones and different lower pricing of $49 USD. This is when I suspected it could be a scam. But how could PAYPAL allow a seller to do this? Sign #1 that shows that Paypal is not doing their job in investigating ZG Tech Still no response from Seller ZG TECH, and the claim was in escalation level with PAYPAL. At this point we just wanted out $89.58 USD refunded for the drone. But Paypal kept saying that they had to wait for more info from ZG Tech. Wait for what info? Paypal already was aware of this seller’s scam operation and complaints since March 2018 yet Paypal could only tell us to wait. That is not what a middle man who handles the money does. So you can clearly see that Paypal is not doing their job here. On June 21st we received a letter from the post office that the package with the China Post was stuck at customs and we had to send a copy of the invoice. So we emailed that invoice and on July 6th we picked up the package and had to pay $32.88 for customs duties! So now we were at $122.46 USD We emailed all this including images to Paypal and they never responded. And once again no response from Paypal. Paypal was clearly not doing their job and showed no interest in helping. Upon opening the package that came from an address in The Netherlands, I saw that the Drone was not the one advertised not even close to it. I searched for it by the name (S9 drone) on the box and found it was a $20 junk toy that did not even work properly. I found this info on various sites in China for the S9 drone. The drone I ordered was supposed to be the DJI Spark model. On June 7th we sent in images and receipts to PAYPAL and no response. Now I was really upset and called PAYPAL and their rep calmed me down and said don't worry you money is safe and you will be refunded. So he escalated the claim and change it from late shipping to not as described status. After hanging up I did some more investigating since Paypal was not doing their Job quick enough and discovered a PAYPAL Community Disputes and Limitation post with the title ZG TECHNOLOGY CO LIMITED on here on here on Paypal with disputes against ZG TECH that had been going on since March 2018. Now I felt used and that Paypal knew all about this and never told us back on June 13th when we placed the claim. SHAME ON PAYPAL for that. You can find the link on here or by doing a search on the internet. I found it on Facebook under angry and upset folks that had been scammed also from ZG TECH and PAYPAL. Sign #2 that shows that Paypal is protecting this scam seller ZG TECH Yesterday July 9th, Paypal emailed us saying to return the worthless Drone that does not even work back to the scam artist seller ZG TECH and that is when I researched the return address. Here you can see that Paypal blocks the Netherland’s address of ZG TECH to protect this scam seller which is wrong because everyone should be aware of this. Anyway just run a search on the address on your package and you will see what I am talking about. The return address from the Netherlands on the package read <Removed by Paypal> The Netherlands The results of this so called legitimate return address that does not exist were numerous reports from Ebay and Paypal that came up with that address in the Netherlands. NOW I KNEW THAT THIS WAS A WELL ORGANIZED SCAM and possible PAYPAL was in on it or an inside job. OPEN YOUR EYES PAYPAL! Sign #3 that shows that Paypal is protecting this scam seller ZG TECH So on July 9th I called Paypal again because the message on the claim said to return the package to some address in China. The address was in Chinese. So now I am have to understand Chinese and be an expert at shipping to China. My question is why should I have to ship to China if the package came from the Netherlands. But wait it gets better. The first Paypal rep has no idea of how to help me so she transfers me to a Specialist who tells me that she will email the scam seller so he can translate the address into English. So still the specialist after analyzing everything tells me she needs to follow procedure even though it seems like a scam. So when I ask her are you helping this scam seller she replies “no we just need to protect the seller as well as the buyer”. So that made no sense. I then asked if she was going to cover the return shipping and she said she would send me a promo link to cover return shipping up to $30 USD. Conclusion: After carefully thinking why did the package come from the Netherlands and why it took 15 days to arrive to us when it was supposed to have been shipped express within 7-10 business days which is what we paid for. Post only takes about a week from the Netherlands to this part of Europe. So the seller already had a return there in the Netherlands from other scammed clients and shipped one of those returns to us to buy time. And now this fraudster ZG Technology wants us to return the drone to China where he originally bought it. Also if you analyze the video for the drone you can see a blond guy probably from the Netherlands and an Asian with half of his face covered who is probably from China. So there is never any new merchandise just a bunch of returns being reshipped and returned and then reshipped. Floating returnable merchandise is what this scam should be called. And they use Paypal because the return policy works for this type of scam. BUT DON NOT GIVE UP THAT EASY AND PLACE YOUR CLAIM AND LINK THIS POST TO YOUR COMPLAINT TO BACK YOU UP. BECAUSE THIS IS WHAT IS GOING ON BUT PAYPAL HAS NOT REALIZE IT YET. Paypal has lost their mind if they think that the return address of this scammer seller really exists. So it looks like we will be getting our refund in another 30 days. This case seems more like PAYPAL has been scammed by ZG TECHNOLOGY and now they want to see if anyone actually takes the time to complain and try and get their hard earned money back. PAYPAL as the trusted middle man money handler should be responsible and from all the facts presented here is to blame for not having removed this seller ZG Tech back in March 2018. The same for me only that I haven't received mine pack of rubbish.
Though I have called pp half dozen times in these 7 weeks stating that I don't want to accept any package sent from the seller because I am sure it won't be anything close to what I ordered paypal insists keeping the dispute open until the package arrives, which implies I accept it.
Ultimately I will have to incur more expenses for the freight of return.

Things sent from Netherlands to Portugal usually take 5 business day or less. The question now is, if the package is being sent from China how come it has a Dutch tracking number? Someone here at the forum spent time creating a FB group that could expose more efficiently this scam wasn't for that it seems that a great part of us here are ashamed to have been scammed and don't look for any other role outside Paypal forum. Search FB for ZGTechFraudBuster, join and leave your case As far as I am concern, I expect to come to a solution regarding what's Paypal part in the the deal but, though lately I haven't seen any adds of the sort that took me into this situation in FB, I can't forget that those guys somewhere got my personal data (address, email, phone number, and who knows what else). Not that I care much about it. I just would like to know as much of them as they know about me and it **bleep** me off receive fake everything, goods and information in return to my good faith stand.

@Boanda If you bought through Nicegear site they state clearly that you can cancel an order in the 12 hour after. The question is: will you be able to contact the seller in 12 hours, 12 days or even 12 weeks? My best shot would be contacting Paypal through support line, telling them you made the payment less then 12 hours and you want to cancel it but the seller doesn't answer you.

This way you will never receive what you paid for. As already suggested IF YOU CAN MANAGE TO, TAKE PICTURES OF THE PACKAGE FOR THE SENDER ADDRESS AND IDENTIFICATION BUT DON'T ACCEPT THE DELIVERY UNDER ANY CIRCUMSTANCES. It is sure that this hasn't stop and Paypal is still mediating payment services for this scam. As of today I marked as fraud two FB adds for sales from this company. ALL THIS IS AN HUGE ACT OF TERROR AGAINST INTELLIGENCE. ATTENTION IF IT IS A REGISTERED DELIVERY DO ACCEPT IT PLEASE. I believe you are not having the right information. In your Paypal account Activity > select transaction> On top of the page you'll have a link "Visit the Resolution Center to view status". Following that link under "What happens next" section you will have a link "If you received the item but it's not as described by the seller, you can change the reason for your claim." Follow this link and change the reason for your claim. I advise you to change the reason for the claim only if have end up receiving the item in did and it is not like it should. (which is 99.999999(9)% likely to hapen)

Paypal seems to be an end loose here, though its argument for the seller account to be still active are the most arguable, at least from the standing point of view of those who have been scammed, the fact is that things start well before the Paypal intervention. As for Paypal the seller is a merchants account that rends a profit to Paypal, even after so many complains and refunds that sure are being filed and processed. Who I really hope your report as many other, like the ones I've made myself, start a thorough investigation on why and how am I receiving adds to caught me In a fraud, adds which are tailored for my browser preferences. I was caught in buying a drone because I am an rc model hobbyist, and Facebook and Google Analytics know this perfectly, as I browse sites on the subject and subscribe Facebook related pages and groups. I didn't receive any add for buying a small domestic appliance, nor a wig nor a cellphone, because they aren't in my regular search for data, but I am still receiving adds for buying drones, robots and alike amidst which are still Nicegear offers, which is to blame but not Paypal. Apparently ZGT is only incurring the violation image rights and abuse of copyrighted material for promoting its business which is selling crap. Having asked DJI if they were promoting a sale through Nicegear, which of course I knew they weren't, they reply to me that they were not and that the Nicegear wasn't an official dealer. So, Dji knows that some organization is abusing from their copyrighted promotional material, and brand product image, now, whether they will or not promote any legal suite against ZGT that is something I cannot tell, but I can imagine that it might get them more trouble then gain ending on leading to nothing but an Internet based company. It's sad but its the reality, in did. As I said before, as for Paypal, Nicegear and inherently ZGT, is a legit profitable operator like many others excepts that is giving Paypal a lot of trouble, but still a profitable trouble. So the best we can expect is to apply for the refund, without or with having received an item, which in the last case isn't for sure nothing but a piece of trash and not what we expected to receive. Apply for refund at you Paypal account, report the fraud of any add that are still being offered in your Facebook or Instagram, and avoid any web address ending in ".shop" At last, be more and more aware of the use you make of Internet to be sure not to be caught again in this kind of scam because unless something is done these are to become more and more frequent. Ok, let's admit that this is quite a complex scam and therefore criminal investigations are on course. This is a fraud that is affecting hundreds of people and involve at least 4 major internet actors i.e. PP, FB, Shopif...k, and GG. Considering the likely origins of the scam, investigations got to be hard. When is it expectable the issue to be solved? Let's hope it will. As we write posts here, adds keep pumping in FB with the help of GG analitics and eventually PP keeps facilitating payments, which must present a clear violation of GDPR, since no one would ever give authorization to receive scam adds, based on their browser or shopping preferences, and it must be more than known by now that it is what it is. So, don't buy and report as fraud any add of this kind that comes to you. If you were already caught, open dispute and escalate, so PP can refund you, which I want to believe shall happen for a great majority of us, according to PP's buyers protection policies in force.

@Z08Crunch Accepting or collecting has nothing to do with refunding! I collected the package, I opened it up, I saw it's not what I ordered, I used it and I'm not satisfied, I payed for A, received B. I gave my money to PayPal, they proceeded it further to the given company. Well, I wanna be refunded by PayPal and I'll send 'em a product to proceed it to seller they obviousely work with or to use it as an evidence in upcoming lawsuit they'll rise against the given company. I realized I got caught in a scam little while after paying for my order. As I kept on receiving more adds for the same kind of deal. I gave a more thorough look on what I got myself into and without reasonable doubt I had been scammed. I concluded this, perhaps two hours after I paid, specially thanks to this community thread. I tried immediately to cancel the payment in Paypal but Paypal had already committed to the seller. Such hastiness from Paypal under the circumstances can only be but reprehensible. Paypal charged my CC immediately without any possible revision whatsoever??? As per Paypal advice, I first sent the seller emails without any answer, of course, and afterwards I went for open a dispute. In my case I could only file a dispute under two situations Not Receiving an Item Receiving an Item different from what I've paid for So Accepting or collecting has everything to do with refunding. In my case, if I collect the item I will most certainly have to pay customs taxes and eventually the return to the seller without any refunding for these costs. Summed up to the already reasonable doubt of ever been refunded at all I open the dispute for Not having received the item which it is what is going to happen.

Absolutely right. If anyone reading this is still awaiting for something to be delivered REFUSE THE ACCEPTANCE OR DO NOT COLLECT. This way you will never receive what you paid for. As already suggested IF YOU CAN MANAGE TO, TAKE PICTURES OF THE PACKAGE FOR THE SENDER ADDRESS AND IDENTIFICATION BUT DON'T ACCEPT THE DELIVERY UNDER ANY CIRCUMSTANCES. It is sure that this hasn't stop and Paypal is still mediating payment services for this scam. As of today I marked as fraud two FB adds for sales from this company. ALL THIS IS AN HUGE ACT OF TERROR AGAINST INTELLIGENCE.

Minimum, there is a clear violation of AUP - Forbidden Activities 2nd paragraph regarding copyrights and trademarks. I haven't received what I've paid for, and though a message I received says it is on it's way, I will not accept nor collect whatever arrives so I will end up not receiving and will escalate the dispute for a refund. This way I will save Paypal money as I am believe this case should be covered by Paypal's return shipping costs refund. Moreover, upon buying it wasn't mentioned anywhere that the seller was shipping from China so I am not going to pay duties for something I will have to return.

Shopify is what could be considered a global e-commerce service provider. Anyone can buy as many shops as wanted. I believe that host and domain registar is provided as part of Shopify's service. I wouldn't be surprised that the emails were also provided by Shopify in partnership with Google Mail as for metrics. Who would tell??? When I first tried to reach the seller, June 12, I used the email address provided by Paypal as part of the data in the transaction receipt which was <removed> whois lookup reveals this is also mantained by shopify. Later I found how to send an email to the seller through Paypal Message Center and send the email again, upon doing this it is shown another email address <removed> which as far as I could get to know is registered in HK and is associated to site with the same name jiahongnet.com which is completely writen in chinese and for which I couldn't get Google translation. I WOULDN'T RECOMMEND VISITING BROWSING THIS SITE, NAMELY ACTIVATING IT'S FLASH CONTENTS WITHOUT PRECAUTIONS. Apparently it is a site devoted to Chinese Arts and Artists, Painting and Calligraphy, no Hitech whatsoever. What is puzzling me is that: I could easily get this information, and it doesn't requires me to have a rocket science degree to see that there is a perfect disconnection between declared activity and real activity, how is that in two months of complaints no one in Paypal's compliance office or in fraud prevention office or whatever Paypal specific office didn't paid more attention??? Of course vendors pay the commissions Paypal need to exist!!! Wait it is not true... Buyers end up paying everything!!! So, if buyers pay the scammer and the scammer gives part to Paypal, then Paypal is definitely accessory to the fraud, unless proved otherwise.

As many of us here have mentioned, it is quite inexplicable how Paypal, being a financial service provider is letting this seller getting involved for more then two months to now, in what is neatly a fraud and a scam. I wonder if Paypal is sure the seller is who he says it is? I thought to be buying a replica of a well known brand of drones, for a bargain. I absolutely knew it couldn't be the original, as I now its price. This scam exploited the fact that the original well known brand drone don't present any brand inscriptions, so the scammers used all theirs promotional material, which per se is already an infringement of registered trademark and material copyrights law. .. I realize this to late 😞 I have saved the sellers page in my computer, and I recommend everyone doing it still possible. Upon buying I searched seller's webstore page for its location founding he was supposedly in the UK, which meant no customs duties, and since Paypal was pledging the deal I decided to give it a try. The transaction was immediately committed in my Paypal account, so I couldn't cancel it this way, and though I sent an email to the seller, never got an answer. Of course not. To make things even more odd, upon contacting Paypal support line I am informed that the seller is an important account to Paypal. ??? The first reports here at the forum started by the end of March. Today, 8 days after, I received a message, allegedly from the seller, in China, saying that my order has been dispatched, but I am sure I am not going to receive nothing similar to what I thought I was buying. I am now waiting for the time to pass in order to be able to escalate the dispute I opened the very same day I made the mistake to trust Paypal logo in a page because it seems Paypal's process of validating sellers suitability is not what I thought. From my point of view, right now, Paypal is being accessory to this scam. As the saying, who's watching is so guilty as who's stealing.

I made the impulse decision to buy a drone from a Facebook add of the seller. Soon after I realized it was likely a false deal so I contacted the seller asking if my order was ok or I should get worried. In the absence of any reply I opened a dispute and a couple of days later contacted Paypal Support. I was told then to hold a few more days and that the seller was an important Paypal account. ??? So Paypal seams to be pledging frauds. I would not have enter this situation if there wasn't for the Paypal support of the transaction. Hopefully Paypal will fulfill the insurance and I will get a refund.
