A few months ago I bought a used item and the "seller" never sent the item. Scammed. PayPal closed the claim/dispute I opened since I did not have protection. My mistake since i sent the money not as goods and services. The money now just seems to be in limbo. After contacting the "seller", or owner of the paypal account, I understand that the money I sent is still sitting there. "Seller" says she does not have access to the account since PayPal froze the account. PayPal says I cannot get the money unless "Seller" sends it back to me. Which again, "Seller" says she cannot do that since the account is frozen. So now it seems like my money is just in limbo? Who gets it? PayPal? That does not seem fair. If it is there, and if PayPal know there is a problem with that account, why can't PayPal just give the money back to me?
