My PayPal Credit limit has been slashed by a third, twice.. and without warning. I have never missed a payment, always paid on time, always paid more than minimum but somehow I caused this lack of trust. How and why ?

A merchant has charged me an extra 7% on a transaction for the use of PayPal “Fees to use PayPal” it says on the receipt. I have never had this in all the years I’ve been with PayPal. Is this new? Is it ok to do that?
