I have been trying to send money to my brother, I did it once already this month. Now I'm trying again and I always got a popup with an exclamation mark saying we could not send money please try again later or contact customer service. My account is in Basic status, my email and phone number were already verified, I also went into a security check and I responded a text message, but still I'm getting that annoying popup. I have added a debit card but my preferred method to pay is paypal balance. I want to send a lower amount than my current balance. The recipient's account is already verified since it has a bank account linked. I tried to contact customer service but if I call I never reach an agent it takes more than 1 hour in the queue, and for some reason the message center does not let me respond the automatic email. Please help.
*Note: I upgraded my account to Basic status this month, I have already sent $250 USD, now I'm trying to send $195 USD to the same account but I don't see any limitation, warning nor anything wrong yet it does not let me do so. Send as a payment does not work either. Tried sending to a different account abroad but same result.
