I recently made a large purchase on a clothing website www.undergroundromance.com. I paid an additional $58 for Priority Mail Express International delivery within 3 business days. When I tracked my delivery today, I noticed that the seller has sent the items via China Post, which I have almost a zero% chance of receiving in South Africa, as items are nearly always lost or stolen if sent via the post office. I have requested a refund from the supplier as they have not used my paid for shipping method, but have not heard back from them. What happens in a case like this? Where I have paid for a specific shipping method to be used and the seller has used the China post office instead. Will Paypal issue a refund? Thanks, Kim
