Trying to see what others think of this situation. A friend of mine received an unsolicited gift payment via Friends and Family. Several days later, that payment was refunded due to a chargeback that was started by the senders bank. As a result of this, the original payment was refunded AND the receiver (my friend) was charged a $15 fee by PayPal because it was a chargeback refund. PayPal support said that any chargeback refund is different than simply refunding the money. An investigation is required and that's where the fee comes from. They cannot refund the chargeback fee even though it was through no fault of the receiver. So my question is this: What's to stop someone from abusing this to inflict financial harm to someone? If someone, or a group, wanted to make someone else lose money, they could simply send them a Friends and Family payment for any amount and then have their bank stop the payment by telling them it was unauthorized. At $15 per chargeback, it can add up quickly. Through no fault of their own, the person who received the Friends and Family payment is forced by PayPal to pay a fee for fraud committed by someone else. I know you can block people from sending you money so you could stop it from happing again, but only from the same person. Is there no recourse for this type of thing if it should happen again? Anyone had success with PayPal support for this type of situation? Thank you
