I've talked with the bank, they said as I didn't have enough money in my account before the transaction (that's why I'm having the negative balance), so most likely that transaction will be cancelled during the regular processing time of the weekdays, but if I have to cancel the pending transfer, bank told me it's up to the merchant (in this case it's PayPal). I've already changed my PayPal password etc, took all the necessary security steps already. But during that processing time of the pending transfer, I just have no access to my money, which is definitely not right. I've emailed PayPal, but no response, and for the calling, I was asked to wait for 30 minutes, but no customer service specialist talked to me about this issue. I've tried to dispute this transaction from my PayPal account, but everytime I try to do this, I get a notification that this transaction can't be disputed.
