I have same problem, spending hours on the phone whit costumer service almost a week and a half, they told me system has to refresh my account and I have to wait up to 72 hours ! Even costumer service, or manager was not able to do anything ! System blocking all my transactions !!! I wanna cancel my account whit PayPal too but same time I can't get all my money from them! This sick !

@barbarar1 Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code. OR have you considered contacting Customer Service via Facebook or Twitter?
