Just called GCash support and they said this is because of a PayPal maintenance/enhancement which started last Feb. 16 8:45pm. The maintenance was scheduled to be completed yesterday Feb. 21 but up until now GCash hasn't received any notice from PayPal about this. The representative said that they messaged PayPal about this since Feb. 16 but up until now they haven't received a reply from PayPal, which is not quite believable. The representative said they are waiting for this "reply" from PayPal so they can send a text blast to GCash users. So apparently, we don't have a time of when this will be resolved.
