I verified with my bank, too. I used the PayPal help chat and the representative suggested I try a different browser or clear my cache and confirmed that my card was still linked and didn't need re-linking. I explained I had tried both my desktop browser and the app and had the same problem. They said they would be reporting the glitch on their end, too, so we'll see. It may just be a waiting game for the problem to resolve, but it's stressful not knowing any realistic timeframe for when it could be resolved.
