A seller created a USPS shipping label but didn't ship. Paypal sent me the tracking number. In the Resolution Center, Paypal has the item as being shipped. If a human (or a semi-intelligent piece of code) actually looked at the tracking info, it would be obvious that the seller has not shipped the item. Why does Paypal have this wrong? How do I get ahold of an actual paypal employee to resolve this?
