Hope someone can help - I sent a payment for a service to a PayPal account using an AMEX gift card (essentially considered cash on AMEX end - so can't dispute with them). I never received the service and all of my follow up emails have gone unanswered. All of the contact emails and phone numbers that I could find for this business do not seem to be connected to a PayPal account - however I know my payment was sent to a PayPal account as I have a transaction code recorded by the card I used. Because I used a giftcard, this transaction is not recorded on my PayPal account - so I can't mark it to dispute. My question is, is this possible for PayPal to dispute on their end? I've contacted support via email but I seem to be getting the run around. IDK what to do - it's $200 and from a legitimate business online (ModernCosmic.com)
