Hi, I had created a dispute for a item I did not recieved. The seller was a scammer. But the dispute was closed saying that "We were notified by your card issuer that you filed a chargeback on this transaction." However, I had not issued a chargeback with my card. So I spoke with my bank and they said to contact paypal, but now I can't open a new dispute? Is trying to contact paypal useful here or should I try to talk with my bank again and see if I can just go with a chargeback?
