I've had this problem too. Unfortunately, the solution mentioned here only works as long as there are no payments pending. So it's not been possible for me to delete my account and then reinstall it because there have usually been payments pending. There is a payment pending now, for example, and there won't be funds in the Paypal account, because I'm not able to reinstate the direct debit link to my bank account. It's a kind of hideous circular problem! I've been in contact with Paypal support via Twitter but that hasn't helped either. Why can't Paypal help me circumvent this problem? It should be an easy thing to do but instead this is turning my experience using Paypal into a nightmare.
