Turns out if you delet an email address associated with your paypal account that was also (uncontrolled by you) associated with developer REST apps, then it BREAKS the developer dashboard and you can no longer see your apps, or add new ones. If you re-add the email address then the apps will re-appear. This is clearly a business rule bug in the data integrity. However, the other bug is that when creating an APP in the dashboard it just seems to choose one of your email addresses. For me its the same email everytime, but its not every my primary address. And there is no way to select what email address the APP associates with for Live credentials. Not sure the intended behavior here. It doesn't make any sense.
