I have contacted PayPal numerous times to understand why they are with holding my funds for over 2 years from purchased (and used) gift certifcates from my clients. I finally, after 4 hours on the phone with various reps, got an answer- it was an internal error on their part. I thought within 2 weeks i would have my funds. NOPE. It is now going on to another month of NO RESOLUTION. I was told by the last rep that all was ready to be released, it is now into November, and NOTHING~~~~ not one email, phone call about what is going on. What consumer protection agency can i call? Has anyone else encountered this?
