After calling PayPal support and speaking with a representative who confirmed that they have successfully transferred my withdrawal to my personal account, I called my bank to investigate why it wasn't showing up among my available funds. They told me that PSECU, which stands for Pennsylvania State Employees Credit Union, does not support 30 minute transfers and that in fact debit card deposits typically take 1 - 3 business days. I was confused since PayPal's self-help states: "Eligibility of a card to process 30 minutes withdrawal is dependent on the participation of your card issuing bank. To provide the best experience to you, we check the participation status every time you chose to withdraw. If one or more cards in you PayPal wallet are eligible for the 30 minutes withdrawal, then you will see them in the "To" drop down of your withdrawal page." Since the card was available in the "To" drop down, PayPal had already confirmed that my account was "eligible". The representative at PSECU has confirmed that many customers have called to inquire and complain about this fact since PayPal offered the service as "checked" and "eligible". Has anyone else who banks with PSECU had any success with "instant" 30 minute withdrawal, or similar frustrations? I hope posting this will help alleviate other member's concerns or give some insight to the "check" process that PayPal performs. I don't feel like this has been "the best experience" as PayPal's article suggests. I wish I hadn't made a $1000 withdrawal the first one through the card.
