I purchased some a product back in August 2017 which i have not received yet. I have reached out to the seller to resolve but she is giving me the run around about when she will be able to issue my refund. I am wondering how can i start the dispute process when the transaction was not attached to my paypal account? i have the receipt available from time of purchase/payment. i want to submit a dispute before the 180 day mark hits. I can't seem to get a hold of a live person on the customer service line for paypal.
