I'm still having same problem ... Error Message : Check your account at your card issuer before retrying this card I called Citibank & they confirmed they did not declined the transaction, and requested me to check with PayPal. It's been 4 days now ding dong between me & PayPal agent, yet not resolution. I removed & added the same card, same issue. I added new card, same issue. So we can conclude that this is problem with PayPal system. Could some expert from PayPal fix this issue?
