I am also having this same problem. No transactions have occurred since late August with the account I am trying to remove and when called Customer Service I was told that Paypal somehow did not have the transaction as completed although the money was out of my bank account two weeks before my call. She was not very helpful and now it is six weeks after the last transaction and I still can't remove the account. I have added a second account, confirmed it and it is the default account and that didn't work either. Still getting that irritating message that they can't process my request and to try again later. I was on hold for over 20 minutes this evening and no one answered by call at Customer Service. I know I called pretty late before closing hour on a Saturday evening so I guess the representatives decided not to answer any more calls so I just got left on hold listening to their insistent Paypal messages about how great they are. Ugh. Now I will have to call again and hopefully get a rep that actually will help me with this dilemma. I saw that there are at least four pages on the forum regarding this problem and it seems the only people that get it resolved are not the ones using the website. Instead they have to get a rep involved to fix the problem on an individual basis. I just hope I don't get the woman who brushed me off the last time I called. She probably won't or can't help with this problem.
