When I try to send a payment, first I can't see any of my payment options although I had linked 2 credit cards; now, when I try to add any card, included one of my cards, I get the following message: We've added your new payment method, but we can't use it right now. To continue, please choose another payment method. Basically, I can't send any payment via PayPal.

El error que yo obtengo es ya bien conocido, pero paypal parece no importarle a los usuarios. Primero, a pesar de tener tarjetas vinculadas, insiste en agregar una forma de pago y segundo, al vincular cualquier tarjeta muestra lo siguiente: Hemos agregado su nueva forma de pago, pero no la podemos utilizar en este momento. No es posible. Paypal eliminó el Peso Colombiano de las divisas que acepta en 2015 por lo que ahora sólo se pueden hacer pagos en Dólares, Libras Esterlinas, Euros, Pesos Filipinos, Pesos Mexicanos y otras monedas.

From my point of view, you could "proctect" your money with a refund policy and scale directly to PayPal on any dispute made by the buyer. Now, if PayPal says: "You must refund all the money" I must to say "I'm sorry Elon, but PayPal is the most risk payment gateway that I have knew and I will quit from it" For instance, Amazon has a strict policy for Digital games or software. In short words they say: Games and software downloads are not returnable or refundable after purchase I think a similar policy should be appliable on PayPal and digital stores.
