So I was buying a digital product from a guy and after I sended the money to him he blocked me before he gaved me the product and I couldn't reach out to him anymore in anyway. For security purpose I recorded my talk with him (wich happend on discord) and there you can see the proof that he didn't gaved me the product (so he scammed me). After few minutes I opened a case on "Resolution Center" where I selected "item wasn't recived" and so on. Now, my question is, if the seller doesn't give any answer or doesn't give me the money back. What do I do? or does paypal intervenes? edit: i saw there this message, what does it mean? and please give me an answer to the main question too.
"Please allow some time for your order to arrive. If you don't receive your order by Tuesday, 24 July 2018, you may escalate to PayPal." Thanks for your time!
