Well, sort of. Your post telling me to add a Mobile number did help me get there. I knew I had done that, but when I checked, it said it was unconfirmed. So I confirmed my number, but it did not ask me to set up a PIN. However, now the PayPal Help answer worked: it said to go to security and click "Update" by Mobile PIN. That worked.
