Hello, I'll try my best to keep it short. So someone I follow in Instagram posted that she wants to sell her account for only $20, so I sent her message and I paid her. I used "Goods and services", and I made the initiative to pay $22 because I feel sorry that she has to sell the account that low, so I thought the extra $2 can help to cover Paypal fees. She suddenly said "It's saying something about ship," which I thought, of course it will, because I paid using Goods and Services option. Then after several asks (that she didn't answer) she said "I honestly think it's just my Paypal cause it won't even let me send out right now." Then I told her that I was going to sleep because it's 3 am, so if she had any updates I will respond late. She replied, "Ah that's probably what happened, it's 4 pm here, different timezones." Like, what does timezones have to do with whatever happened in Paypal? She's being very unresponsive, I don't know what's happening. So what I want to ask if I want to file a dispute, can I still be covered with Buyer's Protection with details like this: 1. My account is currently limited, my Proof of Identity ban has been lifted, but my Proof of Address hasn't. I basically live far away from my family so I have no access to utility bills etc, so I can't provide that. Strange is, when I checked "Account Limits" apparently my Sending and Withdrawal limit have been removed, so i'm not sure is my account limited or not. 2. I've read somewhere in Buyer Protection article, I will not be covered if me as a sender pay for the fees. Why is that? Last question, if Paypal solve the dispute, will there be any additional charge to anyone in Paypal's favor? If I win the case and got my $22 back, will I be told to pay the "dispute fee" ?
