I am currently waiting for a package that I purchased from a seller. He shipped USPS first class to China that provides no tracking upon leaving USA, (I was in China last month) and item never arrived for almost 3 weeks. I opened a dispute few days ago and am thinking about escalating to a claim. However I see that paypal says once a claim is closed it will not be able to be re-opened. So if escalate to a claim, when the item eventually arrive but is counterfeit I will no longer be protected?
