I sent them the transaction details and the dates, plus the information about the seller which I had found and the details of what he promised. I don't know if one would call my request a claim or dispute but the response I got used the word "claim": A PayPal claims specialist has reviewed the case and determined that the claim does not meet the criteria for unauthorized use, so the case is now closed. Except my claim is not about Unauthorized Use, just a disputed transaction.
