I found the same problem in other people in this blog. It is very annoying not being able to get a response from Paypal customer service (if any exists). They leave everithing to the customers to fix their own problems. Very unhappy with this. I have more than one bank account linked to my PayPal. One of them is the default but, is not the one that I want to use regularly. To avoid having to change payment info every time I purchase something I decided to remove the default account. For some reason from "Payment" I don't have the option to "Manage Paying Online", where I am suppose to choose which one will be the default. If I try to remove the bank account from "Wallet", this is the error message: "We are not able to process your request. Please try again later." That later never comes. Please fix it!
