Hello, I would appreciate some advice, I ordered a gift for a friend in Canada. The tracking information for USPS says it was delivered, but the recipient have not received the item, she was in that day and she says she categorically did not receive it. The seller is refusing to refund and says it was delivered, but I have had experiences of delivery companies saying things were delivered before when this is not the case. Is there anything I can do on paypal? I know it is not the seller's fault, however I am the one who loses out as I do not get a replacement, or a refund. Can you help?
